Govt clips wings of NMC on slums
IN A MAJOR blow to Nagpur Municipal
Corporation (NMC). the Slate Government has decided to taice away its authority over all notified slums and restricted it to only those slums situated on lands owned by the civic body.
Now. the NMC will no longer be the competent authority of all the notified slums in the orange city. Tlie directives of Divisional Commissioner to segregate all the slums of city and immediately transfer them to respective authorities who owns the land on which such slum is situated. This will considerably reduce the say of NMC in development of these slums while empowering other agencies and authorities to have a decisive say.
The slums are situated on die public utility and other lands of State Governmeni, Nagpur Improvement Trusi, Nagpur Municipal
Corporaiion, Abadi. Private, Railways. Civil Aviation, Nagpur University. Empress Mills. Cargo Hub. Dr Panjabrao Deshmukh Krishi Vidhyapeeih. Mixed owner- ship, refugee colony. L & P D Housing society and Zudpi Jungle. The city is having around 424 slums, out of it 291 slums are notified and remaining 133 are non-notified. The notified siums are protected slums and slumd-wellers have a legal right of residence or insitu regularisation while those living in non-notified slums are illegal occupants of a public utility land and can be ousted by authorities.
11 may be mentioned that State Government had appointed NMC as competent authority on March II. 1987 for all the notified slums in the city. The civic body is taking care of all slums situated on land belonging to other authorities.
The Government had appointed Executive
Engineer (Slums) as competent authority. Later, the Government appointed NMC as nodal agency on August 24. 2004 for rehabilitation of slum under
Slum Rehabilitation
Authority (SRA).
