AIGTE likely to oppose UGG moratorium on new colleges
AFTER regaining supremacy after the judgement of Apex Court, All India Council for Technical Education (AICTE) has given clear indicaion"n that it would oppose the moratorium on new colleges by University Grants Commission.
Recently UGC had issued a circular in which it had clearly said that no university should process the application of any new college that runs technical education. The UGC had taken the bold step on the basis of the data collected by AICTE. Prof S S Mantha. Chairman. AICTE had two years ago mooted an idea. According to which, he had collected the data comprising bifurcation of students towards various courses after 12th. Based on that data. UGC had taken the decision of bringing curb on mushrooming of engineering colleges.
The AICTE is not in favour of the UGC's moratorium on refusing permission for new engineering colleges, indicated S S Mantha.
AICTE feels that the idea seems to be that the government must come to the aid of the existing colleges that arc not getting students to fill in their seats by denying permission to new colleges. If there is no quality, the nil leges would not get scats.

Last lime Maharashtra's Minister of Higher and Technical Education had requested AICTE Chairman not to approve any new college. Mantha had argued then if a college adheres to all the norms laid down by the government, nobody had any right to deny permission to start a college. He had also said that instead of sending letter respective states can stop sending the new proposal to AICTE. Tope had mentioned that the number of seats were more with less number of students and it was difficult to fill up the seats. Maniha had made it clear that finding students or filling up seats was not the job of AICTE. AICTE had asked the State governments in provide dala on suppl) and demand for higher education. This would include a five year sample study on the number of students, who had passed out of .school in five years, the number of drop-outs, the courses they demand, migration to other States, employment and so on. Only about four colleges provided the data that too was vague.
Mantha is of the opinion that there should be a mechanism 10 plot the basic performance of colleges in aspects like student, faculty, etc. of all the engineering colleges on a common page. This will help develop a mechanism to rate colleges on their quality.
