IN A move that is likely 10 trigger price war in the aviation industry, new low cost airliner AirAsia India on Friday said its maiden flight on Bangalore-Goa route on June 12 will cost just Rs 990 including taxes.
The airline will open the bookings this evening on its website. AirAsia India CEO Mittu Chandilya said. "Our collective goal is that every Indian should have an opportunity to fly. We have our plane parked here already", he told reporters here.
Earlier. Chandilya had told PTI that the airlines' fares will he about 35 per cent lower than [he current market rales.
"June 12 would be the first flight. It will be A320 (aircraft). The timing of the flight will be around 3 pm from Bangalore to Goa, and then back from there (Goa) around 6'0 clock," Chandilya said, adding that the airline is not looking at operating from Delhi and Mumbai for now. AirAsia India, a joint venture between Malaysian carrier AirAsia. Tata Sons, and Arun Bhatia's Telestra Tradeplace. was granted flying licence by aviation regulator DGCA earlier this monihaftcr9-month-long wail and various legal hurdles.
In anticipation of the airline'sentry into the Indian market, no-frill airlines such as SpiceJet and IndiGo have forced all other carriers to offer discounted fares over the past tew months. "AirAsia will be opening up the bookings this evening. By 9.30 pm our fares will be up there on our website. Our first route will be from Bangalore to Goa and Goa to Bangalore. We are very excited about that." Chandilya said. To a query on the airline total load factor, he said: "I would love to have 100 per cent load factor. But 60 per cent will be reasonable. For the fare we are going with Bangalore-Goa. It will be Rs 990 inclusive of taxes." he said.
Asked about other airlines mulling reduction in airfares, he said: "Frankly, my view on that is it will help companies to rationalise costs. That is the way. I look at it."

HERE is an exciting news for wildlifers. A group of three birdwatchers from the city considered themselves lucky when they sighted a pair of Indian wolves, a rare wild animal, which is critically endangered and globally threatened,  near a lake situated off Umrer Road, early this week. The birdwatchers Avinash Londhe. a wildlife photographer, Surendra Agnihotri and Sanket Dharashivkar were on their normal birdwatching trip to a lake off Umrer Road where a study of breeding behaviour of one of the prey-birds White-eyed Buzzard (Butastur teesa) is being undertaken by the trio.
Londhe reported that on entering the lake shore from the southern side in the morning they noticed presence of two Indian Wolves (male). These wolves were sitting on the shore and were very watchful of the surroundings. The trio carefully watched this pair of wolves from distance till the wolves left the shore from the northern side towards forest of village Sonegaon after about half an hour.

THE administration of Tadoba-Andliari Tiger Reserve (TATR) in Chandrapur district has suspended the otherwise flourishing buffer tourism from Thursday due to indiscipline by tourists. Gypsy drivers and guides for around two weeks. It is reliably learnt that tourists used to corner wild animals, especially a tigress with two cubs moving near a waterhole in buffer while guides failed to control the increasing number of indisiplined tourists. The Eco-Development Committee, Agarzari. which manages entry of visiting tourists from Nawargaon Chowky gate, allowed as many as 32 vehicles to go inside the park in a day. when only eight to ten vehicles are allowed to go. There is also a complaint of vehicles drivers blowing horns inside wildlife-bearing areas and violating rule of maintaining distance between two vehicles. The guides accompanying the tourists were allowing tourists to focus cameras on the animals from a short distance and they failed to keep a check on visitors. This was being done in an attempt to earn more money from the tourists, it is alleged.
In the past two to three months, the the Eco-Development Committee and guides earned around Rs 11 lakh by way of tourist activities. It is reported that despite warning from the administration (hey used to indulge in violating jungle rules and indiscipline.
G P Garad, Chief Conservator of Forest and Field Director. TATR. held a meeting of the officials, staff, guidees and villagers at Agarzari on Thursday to discuss the issue. Finally, he decided to suspend tourist activities in huffer areas in absence of trained staff. He asked Gajendra Narwane. deputy Director. TATR (Buffer), to calculate carrying capacity of the area and deploy trained staff.
White talking to Vie Hitavada' Garad said that the calculations and preparations for smooth tourist flow would take around two weeks and then the administration would again stan tourism in the buffer zone. The trained staff members of Forest Department would manage tourism while Eco-Development Committee. Agarzari. would get the revenue. This is being done to maintain discipline during tourism, he added.
There is another entry gate -Andhari -situated behind MTDC complex in Moharli for buffer tourism and the route reaches to Nawargaon ehowky via Dewhada and Junooa. Till now, tourist activities were concentrated towards Erai backwater, where chances of sighting thirsty wild animals were more.
Meanwhile, C S Reddy, Assistant Conservator of Forest, who is holding additional charge as Deputy Director. TATR (Core), informed that the 19 tourists undertaking jungle safari in the newly-introduced mini-bus sighted a tiger in the morning on second day at Teliya lake side. The mini-bus is getting encouraging response from the commoners, he added.

MOBILE Number Portability (MNP) has crossed a landmark figure of 100 million with 11 per cent of the total mobile subscribers exercising this facility till date.
The number of subscribers who successfully ported their mobile number has used 100 million mark, telecom regulator that said in a statement.
Mobile number portability is a facility for the mobile telephone user which allows hint to retain his mobile telephone number when he moves from one access provider to another access provider in the same service area irrespective of the mobile technology or from one cellular mobile technology lo another of the same access provider.
MNP was introduced across the country on January 2011. Introduction Of MNP has empowered the mobile subscriber and given Uiem freedom to change their service provider without changing their mobile number.
Keeping in view the consumer interests, TRAI (Telecom Regulatory Authority of India) prescribed a porting charge of Rs 19 which is among the lowest in the world. In 2011. the porting request rejection rate was around 40 per cent which has been brought down to 11 per cent now. STATF. Government has decided lo come strict on its employees who would skip or avoid the training for which they have been designated by the Government. Hereon, it will be compulsory for employees to attend the training and Government will check now whether the employees completed their training or not while giving annual routine increment in the salaries.
State Government has brought out a GR in this regard to bring discipline amongst employees and to increase their attendance at the training. Maharashtra Government has formulated its training policy to impart training to state employees to increase their efficiency and ultimately to provide fast service to people.
Employees are given basic training, post promotion training, refresher course, post transfer training and also for introducing new subjects to them. Apart from that YASHADA also organises training on the subject useful for official works and designate employees of different departments for such training.
Government has found from the past experience that officials and employees designated for training do not attend those or their Head of the Departments do not free them to attend. General administration department take follow up of trainees till the last moment, still many do not go for the training.
Department also do not provide replacement for such employees who can not attend the training. Less turnouts for training programmes, mars the objective behind the organisation. Government has already appointed Chief Secretary on State level and Divisional Commissioner on District level as the authority to take action against officials and employees not attending training even after their selection and also against how not sending their employees for training.
In spite of this, it has been found that officials or employees do not show interest in training or they are not freed by their  to attend those. As a result of which. State Government has made it compulsory for employees to attend training and to to free those employees. If for some unavoidable reasons, employee fails to attend predecided training, concerned departments will have to provide alternate names for those.
Government has also decided to check whether the employees have completed their training or not while giving annual salary increment, says GR.

CBSE has from this year brought in a provision for the 'revaluations of answer scripts.
According to a statement, only candidates applying for verification of marks will be eligible to apply for a photocopy of evaluated answer books and those obtaining such photocopies then will be eligible to seek revaluation in the identified subject.
"Only those candidates who apply for verification of marks and for obtaining photocopy of the evaluated answer books can apply for revaluation of a maximum of  questions each in the subjects of English Core. Functional English. English Elective. Hindi Core. Hindi Elective. Mathematics. Physics. Chemistry. Biology. Business Studies. Economics and Accountancy." it said in a statement. Applications should be made online within seven days from May 30 to June 5. The fee will be Rs 300 per subject.

ENTHUSED by impressive Collection figures of entertainment duty. Maharashtra Government has revised the revenue target for entire state and has given target of Rs 725 crore to administration. For Nagpur division the target has been enhanced from Rs 22.90 crore to Rs 30.30 crore for Financial Year 2014-15.
During last financial year, all the revenue divisions put together were given target to collect Rs 595.26 crore entertainment duty while the actual collection touched Rs 639.09 crore or 106.86%. This additional collection of Rs 36.27 crore has led to upward revision of target for all divisions.
This was possible after installation of set-top box in major cities and better collection efficiency shown by the administrative which plugged loopholes to evade the under-report-ing of subscribers base by cable operators.
For Nagpur city the target was Rs 14 crore while actual collection turned out to be Rs 17.41 crore and hence the revised target for current fiscal has been pegged at Rs 20 crore. For other cities of Nagpur division there is moderate hike in entertainment duty target like for Wardha from Rs 1.93 crore in FY 2013-14toRs 1.95 crore in FY 2014-15. Bhandara Rs 1.09 crore in FY 2013-14toRs 1.25 crore in FY 2014-15. Gondia from Rs 96 lakh to Rs 1. 10 crore while even for Gadchiroli the target has been hiked from Rs 83 lakh to Rs One crore.
For Amravati division the target was Rs 14.56 crore for FY 2oF3-14 while actual collection was Rs 14.22 crore and hence the target has been revised to Rs 16.05 crore.
The biggest hike has been naturally reserved for Mumbai-Konkan division which contributes largest chunk of entertainment duty to state
kitty. During last fiscal as against targeted Rs 345.86 crore. Mumbai-Konkan division contributed Rs 358.31 crore and hence for current fiscal the target has been pegged at Rs 410.32 crore. From Punc division, the Government collected Rs 154.66 crore duty as against targeted Rs 144.07 crore while for current fiscal the revised target is Rs 176.15 crore. For Nashik division, the figure has been revised from Rs 36.16 crore to Rs 44.70 crore while actual collection was Rs 39.48 crore. In Aurangabad division, the target has been hiked from Rs 31.71 crore to Rs 47.48 crore for current fiscal. The Revenue department has directed all divisional commissioners to initiate proper steps to achieve this target and as a matter of compliance, submit monthly collection figures in first week of every month.

NAGPUR Municipal Corporation (NMC) has started property survey of Jail ward (old ward 5) on pilot basis to initiate reforms in property tax administration. Union Urban Development Department has selected NMC for this ambitious programme. The project is sponsored by World hank and involves five other municipalities across the country Dehradun, Cuttack. Haridwar, Puri and Chhindwara. Nagpur is the only city selected in Maharashtra for this project.
Municipal Commissioner Shyam Wardhane informed media persons that the survey will be concluded in November 2014. The objective of this pilot project is to streamline the process around property data collection, assessment and setup a citizen friendly tax administration. The use of culling-edge information technology and implementation of global best-practices will enable this.
The local body has planned various reforms to make the property lax assessment and administration more transparent, equitable and citizen friendly. The survey involves gathering information from residents about their property lax grievances Slices in dealing with NMC and suggestion 10 improve the resolution process. A South African company Data World has been selected for the pilot project implementation.

HOW to rejuvenate urban water resources? How to treat the sewage? How to utilise the treated sewage at low maintenance cost? These are the questions faced by authorities in urban areas, these days. As far as Nagpur and its signature Nag river are concerned, for more than nine years, an excellent demonstration plant for utilisation of treated sewage with low maintenance cost is in continuous operation successfully.
There are natural well and systems such as mangroves which treat and evaporate water in marshy lands. Based on the similar principles, constructed    wetland    systems    are
designed. Phytorid is a sub-surface flow constructed wetland system (SSFCW)  developed  by  CSIR-National       Environmental Engineering Research Institute
(NEERI). Nagpur. with sue scessful demonstration in the

Against this backdrop, it is necessary for the people to know how the scientific project is working wonders, and showing the way for rejuvenation ot urban water rGSOUTCCS. The domestic wastewater is treated in three different stages namely screening of floating material, settling of solids in settling chamber. and removal of organic pollutant and nutrients from waste water in phylorid bed. The hear! of the system
is Phytorid bed. in which there aretanks filled with different gradation of gravels. On the gravel bed. saplings
are planted. These plants arc specifically    from   the    category   of hydrophytes, which can take up nutrients from water directly and do not need soil. In the Phytorid bed. plants
have two functions: transfer of oxygen from air to root zone, and nutrient uptake.The oxygen transferred to rootzone is used in biochemical oxidation of organic pollutants thereby reducing the pollution from water. The nutrient uptake, such as nitrates
and phosphates reduces their concentrations. Pathogenic hactcria are removed in the bed due to repeated filtration occurring in the bed. In this way, wastewater gets treated to the quality of water useful for irrigation. An additional disinfec-lion step may be added, if desired. The Phyiorid systems have distinct advantages over conventional treatment plants. The technology is suitable for decentralised plants with varying capacities of 5 m3/day to 810MLD. The best feature of Phytorid Technology is that no mechanical or electrical machineries are involved. This gives an advantage for sustainable, low operation and maintenance cost for Phytorid. In view of meeting the demand of water for Maharaj Bag Garden and experimental farming of Agricultural College. Panjabrao Deshmukh Krishi Vidvapeeth (PDKV) decided to use CSIR-NEERrsPhyiorid Technology for ircalmcnt of sewage flowing through an open channel in the premises of agricultural college. With permission from Nagpur Municipal Corporation (NMO) to draw wastewater from open channel. PDKV installed a Phytorid Plant with technical support from CSIR-NEERI. The plant is having capacity of 100 m3  and   is maintained  by Agricultural  College  of PDKVwith the help of gardeners. The system includes intake-well, settling chamber. Phytorid bed. and treated water tank. The treated water is being used
for irrigation in PDKV farms. The quality of treated water is being monitored regularly by PDKV and NEERI to ensure its suitability for reuse according to Environment Protection    Rules.    1986.    The Biological Oxygen Demand (BOD)
and Chemical  Oxygen  Demand (COD) values of the treated water are below 30 and 100 mg/L respectively. The recurring cost of this plant includes running cost for a single 1 HP pump and no repairs or maintenance were required to be carried
out in past two years."1 Ik- system, if installed in large numbers in decentralised manner. will be potential sustainable option
for treating domestic sewage and explore reuse of the water con-comitantly.

NIT Board defers decision to hike premium rates in metro region

BOARD of Trustees of Nagpur Improvement Trust (NIT) has deferred the decision to increase premium rates for new and old constructions in Metro Region.
NIT sources confirmed that Board of Trustees suggested that NIT should wait for the decision of Nagpur Municipal Corporation (NMC) in this regard. Anant Gharad and Dr. Ravindra Bhoyar lohhicd for postponement of the decision.
Directorate of Town Planning has proposed to increase the rates of premium in Metro Region. The hike is applicable to old as well as new construction also.
NIT has been designated as the special planning authority for Metro Region, which covers 3,500 sq km of area spread across 726 villages in nine tehsil of Nagpur district.
Sources claimed that Trustees have postponed the decision in view of ensuing election of Stale Assembly in the month of September-October. The NIT has proposed hike up to 10 per cent in the region. The premium charges are levied for sanction of maps, building permission, and to generate Hind for creation of infrastructure in the area concerned.
Directorate of Town Planning hiked the rates of premium to be charged on constructions from February 13. 2014.

A JOINT seminar was organised by Maintenance Command with 'Centre for Air Power Studies  (CAPSI)  at
Headquarters Maintenance Command. Indian Air Force, Vayusena Nagar. The theme of the seminar was Technological Trends in Aerospace Powers. The seminar was inaugurated by Air Marshal P Kanakaraj. Air Officer Commanding-in-Chief. Maintenance Command. Air Marshal P Kanakaraj expressed the role of economics of war in any future conflict and stresed on the essential requirement of cost effectiveness of launching a mission. Me further highlighted the various initiatives of maintenance command like velocity increase in maintenance by way of intermediate overhauls and upgrades, introduction of progressive opportunity servicing, part processing in collaboration with private industry, utilisation of Ecnabled provisioning and procurement of spares and many other such enablers to enhance the intrinsic capability of Indian Air Force.

Deputy Senior Maintenance Star Officer and other senior officers of Headquarters Maintenance Command and various major units under it across the country attended the seminar. Senior Fellow of CASP were also present during the seminar. Air Marshal Vinod Patney (Retd).  Director General of CAPS addressed in inaugural session. The first session of the seminar inainlv focused on securily environment around India in which nuclear and missile development in Pakistan and China. Space weapons implications for India and Technology on Futuristic weapons were discussed. Second session was on Techno Logistics Challenges, Capital Procurement Process DPP 2013, Weapon Platform availahility in Budget constraint and Part tasking of Maintenance activities to Civil Industry.
Air Marshal Sukhchain Singh. SMSO. HQ MC. IAF delivered die valedictory address at the end of the seminar. In his address the Air Marshal expressed his delighi on the opportunity of hosting and co-organising this power packed seminar on "Technological Trends in Aerospace Power". Sukhchain Singh stressed that the rapid absorption of 'Technological Trends' in enhancing aerospace power is today an imperative for enhancing national security and as an aerospace power, as a Nation. we cannot afford to be left behind while technological [rends rapidly evolve. Conviction that we could not have had a more apt synergy than coming together of CAPS and maintenance command in organising this seminar on 'Technological Trends in Aerospace Powers, added Sukhehain Singh. On behalf of AOC-in-C. Maintenance Command, the Air Marshal concluded by placing on record deep appreciation to Centre for Air Power Studies lead by Air Marshal Vinod Patncy (Retd) their DG for their professionalism and contributions to the process of shaping policies for national security and wished the Centre for Air Power Studies. Maintenance Command and Indian Air Force continued collaboration in the coming times.

WITH monsoon round the corner water stock available in dams of Vidarbha Region is at quite satisfactory level i.e. 41 percent and 35 per cent in Nagpur and Amravati divisions respectively. As of date the worry factor starts only if the monsoon gets delayed by a prolonged period. Till then it is no worry as the extended monsoon has filled dams to the brim which provided a worry free summer and also has capacity to hold on for a month or so. Similarly, thunderous development of past few days have given indication of start of rainy season within a fortnight.
At pan Maharashtra level the water storage level of Vidarbha and for that matter in Nagpur Division is the best. The next best position in water level is of Amravati Division. At Nagpur it ere are 16 big dams having storage capacity designed to hold .2858 ten million cubic metres of water and right now it is having 1378 TMCM which is about 48 percent. During the  two years the water stock available on the same date was 880 TMCM which was about 31 per cent in 2013. and during 2012 it was 822 TMCM which averages to 29 per cent.
Talking about Amravati. it has 9 major dams with designed capacity for 1378 TMCM and storage is 552 TMCM which comes to about 40 per cent. In previous two years the figures were 342 TMCM (25%) in 2013 and 318 (23 %) in 2012.
In Medium Project at Nagpur there are 40 projects having capacity of 551 TMCM and is having 121 TMCM which is 22 per cent In year 2013 it was 68 TMCM which was just 12 per cent and year before in 2012 it was 51 TMCM which was 9 per cent. Amravati Division has 23 projects will L-apacil of 659 TMCM and it has 255 TMCM water storage which is 39 per cent. In 2013 the water stock available was 159 TMCM which was 24 per cent and during 2012 it was 124 TMCM which is about 19 per cent.
In Minor Project at Nagpur there are 310 projects having capacity of 482 TMCM and it is having 106 TMCM which is 22 per cent. In year 2013 it was 61 TMCM which was just 13 per cent and year before in 2012 it was 43 TMCM it'was 9 per cent. Amravati Division has 347 projects with capacity of 874 TMCM and it has 198 TMCM water storage which is about 23 per cent. During year 2013 it was 109 TMCM which is 12 per cent and in 2012 it was 56 TMCM which was 6 per cent. Adding the major, medium and minor projects there are total of 366 projects in Nagpur Division and 379 projects in Amravati Division. During the Rabi season that begins from second week of June the water requirement increases and a failed monsoon could aggravate the matter. A good factor during the current summer season is that water evaporation was quite less and hence the water stock availability is at all time high.

MUNICIPAL Commissioner Shyam Wardhane look review of premonsoon preparation on Wednesday. He directed administration to keep ready all emergency services in view of heavy rains like last year. The local body served notices to buildings where water accmulated in basement during rainy season and has asked them to lake adequate steps lo (lush out water on their own.
Generally, the monsoon will reach Nagpur on June 10. However. Commissioner has already asked civic body officials to gear up and he ready by end of May. He directed Health department to ensure every nullah, river, storm water drain should be cleaned before month end He directed to cover manholes, prepare list of vulnerable areas, and school, colleges for relocation of affected people. All the schools should have power supply from MSEDCL or through generator. The Public Works Department should be ready with poclain. JCB. and other heavy equpiments.
Commissioner directed to prepare disaster management plan for monsoon. Laxmi nagar zone office issued notices to buildings. Dharampeth zone issued notices to 66 buildings. Hanuman Nagar zone - 16. Dhantoli zone -44. Nehru Nagar zone 15. Gandhibag zone- 21. Satranjipura zonc-5. Lakadganj zone -8. Ashi Nagar zone -60 and Mangalwari zone issued notices lo 10 buildings. IN A laudable move, administration of Tadoha-Andhari Tiger Resent (TATR) launched a mini-bus service to provide a boost to eco-tourism in the reserve from Wednesday morning and evoked tremendous response. In the first trip inside TATR. the tourist could sight a tiger near Telia lake and 18 lucky tourists in the evening also had a glimpse of a majestic tiger
G P Garad. Chief Conservator of Forests & Field Director, TadobaAndhari Tiger Reserve inaugurated the min-bus at Mohurli gale in the presence of C S Reddy. Dy. Director (Core) and Gajendra Narwane Dy. Director (Buffer). Range Forest Officer (Wildlife). Moharli Sachin Shinde his staff and many tourists were present to applaud this move. The mini-bus tourism has been started to provide relief to people who are unable to understand the intricacies of on-line booking as well as for those who cannot afford the high prices to hire open Gypsy. The minibus tourism tickets will be available for booking on the spot on first come first serve basis. The 19-scaIcr mini bus operates in two rounds daily (morning and afternoon). The bus starts from Mohurli and take the tourists to Navegaon viaTeliya lake. Khatoda. Jamni meadow, and Pandharpaoni. It returns to Mohurli via Pandharpaoni. Tadoba.  and Khatoda.
The morning safari timings are from 7.30 am to 11.30 am, and the afternoon timings will be from 3.30 pm to 6.30 pm. The cost of tickets on working days of the week is Rs. 150/- per head and Rs. 200/- on all Government holidays. The camera charges of Rs. 200/- for lenses of 250 mm & above will have to be paid separately. In the inaugural trip itself the bus got booking for full capacity of 19 seats & people were requesting for afternoon booking and for next day morning booking. A visibly happy forest officers told The Uttavada that SUCH encouraging response has demonstrated need for mini-bus safari.
The mini-bus covers almost 90 per cent of the route covered by open gypsies. However, it is necessary for the mini-bus 10 have at least 10 tourists. Based on the response to the mini-bus service, the TATR administration may launch four-five more buses in future. The mini-bus has been procured from the budget allocation to Tadoba-Andhari Tiger Conservation Foundation for the year 2013-14. Dhananjay Bapat. tourist representative of TATR local advisory committee while welcoming the move urged forest department to run the bus, even it"response is less on some day.

IN FACT, the High-level Committee appointed by the Stale Government to look into the issue of unauthorised constructions in rural areas, had pointed out gross violation of provisions of MRTP Act. Maharashtra land Revenue Code. Maharashtra Gram Panchayat Act. Maharashtra Prevention of Fragmentation and Consolidation of Holdings Act. Besides, it had observed that unauthorised constructions in areas in the vicinity of major cities including Nagpur were mainly in the form of multi storeyed buildings on agricultural land divided into plots illegally. Such constructions came up by exploiting additional FSI in violation of norms.
'Ribbon Developments along national highways, state highways, and may or roads also have come up in rural areas of die Stale. Further, the committee had classified such unauthorised constructions into following categories illegal constructions, unauthorised constructions in areas under draft regional plan or finally approved regional plans, unauthorised constructions in odicrtlun residential areas under draft regional plan or approved regional plan, constructions in areas for which regional plans have not been notified or approved finally.
As far as Nagpur is concerned, countiess niulttstoreyed buildings have come up in areas like Bcsa. Beltarod). Shanfcarpur. Ghogli. Hingna. Wadi. Kanholihara. Bahadura etc. In many cases, it was found that huilders'developers had violated norms and laws. Many properties including flats and commercial blocks changed hands very fast. In the process, many builders ''developers got out of the tangle while those purchasing these properties were left to fend for dicnuelves. After PILs and notice taken by die Government, development had slowed down in these areas

Government has now come up with the draft of a Bill proposing changes in Maharashtra Regional and Town
Planning (MRTP) Ace. The Bill.
which is stated to be aimed at 'tackling' the 'large-scale unauthorised constructions' in rural areas in the vicinity of major urban centres like Nagpur. is likely to be tabled before State Legislature during the Monsoon Session commencing from June 2.
Surprisingly, the Government appears to be in a hurry of pushing the Bill as it has invited suggestions/objections on the draft within only 10 days since May 23. Those             having             any
suggestions/objections will have to submit the same to Principal Secretary (Urban Development-I). Mamralaya. till June 2. that is. the date of commencement of Monsoon Session of State Legislature. This is very surprising, considering the fact that the Government sat pretty since August 2013 over (he High-level Committee's report.
First. the State Goverment chose fo turn Nelson's Eye towards unauthorised construction mushrooming around all the major cities including Nagpur. Then, it formed a High-level Committee to 'curbs such constructions In August 2013. it came up with the report recommending regularisation of 'all such unauthorised constructions' that came up before January 31. 2013. Later, it went into deep slumber again for nine months. Now. as it paving ground to face the ensuing Legislative Assembly elections, the Government has come up with proposal to make changes in MRTP Act to "tackle' the 'large-scale unauthorised construetionss.
As per the Government, the draft of the Bill has been prepared as various measures like removal of overlap in the jurisdiction of different authorities responsible for controlling development in rural areas, empowering the Collector to take action against unauthorised construction, and providing for compounding   of   unauthorised structures subject to certain conditions. Thus, though the stated object of the Bill is to 'tackles the unauthorised constructions, it actually aims at paving the way for 'protecting' such constructions.
The draft of the Bill proposes changes to Sections 2.14. 18.156. and insertion of a new Section 123 K-l. In Section 2. the Bill proposes to insert the definition of 'compounded structure'. As per the draft, 'compounded structure' means 'an unauthorised structure in respect of which the compounding charges as levied by the Collector under sub-section 2-B of Section 18 are paid by the owner or occupier of such structure, and which, upon such payment, has been declared as such by the Collector." In Section 14. provision for grant of additional floor-to-space (FSI) subject to certain conditions is proposed.
The powers for permitting the development within the gaothan area of a village as defined in Clause 10ofSection2of Maharashtra Land Revenue Code arc proposed to be given to the Gram Paneliayat concerned, in Section 18. In the same section, the Collector is proposed to be empowered to take action in respect of unauthorised constructions in rural areas, as per the guidelines for the time being in force. Also, provisions are proposed for delegation of Collector's powers to Oflier officers.
A new Section 124 K-l is proposed to be inserted in MRTP Act with a view to collecting the development charge while permuting development in the rural areas and to provide for its distribution between die State Government and the Gram Panchayat. InSection 156. it is proposed 'to protects the development which has been duly permitted or is deemed to have been permitted by the Gram Panchayat concerned within the area of gaothan or the Guiuhewari development dial has been duly regularised in accordance with the provisions of Maharashtra Gunthewari Developments    (Reeularisation. Upgradation and Control) Act.
This is pretty interesting, as most of the construction that has mushroomed in die rural areas in the vicinity of urban centres have been termed as 'unauthorised' or 'illegal' ones as Gram Panchayats issued permission though it was not in their powers to do so. In many cases, like in Besa-Beltarodi area near Nagpur city, based on the Gram Panchayat's nod. many builders effected tall constructions in violation of FSI norms

IN AN unexpected turn of events, Infosys Board Member and President. B G Srinivas. considered a front-runner for the CEO position, has quit. The resignation of Srinivas. who led key portfolios including financial services, manufacturing and public services, will be effective June 10. This is the tenth top-level exit from the Bengaluru-based company since the return of co-founder N R Narayana Munhy at the helm of affairs in June last year. Srinivas and U B Pravin Rao. both presidents and board members, were considered to be among the top contenders for the job of CF.O when S D Shibhulai retires by January 9. 2015. Srinivas. who joined Infosys in 1999, was elevated to the post of President earlier this year in January.
Infosys. in a statement said: "The Board of Directors placed on record their deep sense of appreciation for the services rendered by B G Srinivas during his tenure as Member of the Board and for his contribution to the company." Another CEO contender. V Balakrishnan. its former CFO and Lodestone Head, had quit in December last year to pursue political aspirations.
In March this year. Infosys Operational Head (India business unit) Chandrashekar Kakal resigned from the country's second largest software services exporter. He has now joined L&T Infotech as COO.

A PAIR of Royal Bengal tigers has been .selected for captive breeding to increase the number of the big cats at the Zoological Gardens. "To begin with, we have selected one pair. After the summer heat goes down we will gradually select more pairs." zoo director K I. Ghosh told PT1.
An aluminum sheet which separated a male and a female tiger in a cage has been removed so that the two animals could acquaint them-selves he tore matine'. Ghosh said  Earlier male and the female tigers could not see each other. Now they can see and smell each other." he said. It was planned that later the pairs would be kept in a single enclosure resembling their natural habitats so that the endangered species could breed.
"We are making the process very natural for tigers. We arc not in a hurry to get cubs and can even wail till next year." Ghosh said.
At present, the zoo has five Bengal tigers  three males and two females, ll also fail three while- tigers, including a male. Zoo officials said that it was planned to mate a white tiger, which has a rare pigmentation variant of the Bengal tiger, with an ordinary one. "In such a case, the cub can be both white or yellow in colour," they said.
The ZOO had a captive breeding programme earlier which was suspended in 2005. Permission for mating has been given by the state zoo authority. The ZOO director said the breeding would help conservation of the big cats as their numbers had diminished in the wild.
Plans were also afoot to extend the breeding programme to lions.
"Once we are successful in tiger breeding then we will go for lions as well." a zoo official said. Besides three hybrid lions, the zoo has a pair of Asiatic lions brought from the Hyderabad zoo three years ago.
Since the Central Zoo Authority has strongly recommended against the breeding of hybrids, the Asiatic lions would he the choice

W11ILE closing down its local Grievances Redressal Centres, Maharashtra State Electricity Distribution Company Limited (MSEDCL) has started a toll-free consumer grievances redressal service. These two toll-free numbers are 18002003435 and 18002333435. and they will be operational 24x7. The local Grievances Redressal Centres have been closed down since Pebruary 2014. Now, the consumers may register their grievances/complaints pertaining to interruption in power supply or other service-related matters by calling on to the toll-free numbers. MSEDCL has also made available the facility of one-time registration of consumer number, using the toll-free service. If a consumer has any complaint/grievance, he/she has to make a call on any of the given toll-free number and register his/her consumer number only once from his/her telephone number. Next time, if the same consumer makes a call from the same registered telephone number, he/she will not be required to register consumer number again. Consumers may register up to three telehone mobile numbers.

FOLLOWING the Nagpur District Central Co-operative Bank (NDCCB) Limited not accepting the bill payments from consumers of Maharashtra Slate Electricity Distribution Company Limited (MSEDCL). the Staterun power disiribution utility has made available new bill payment facilities for its consumers in rural areas. These facilities are available through the platforms of E-Service Centres of Maha Online and Airtel Money.
Already, online bill payment facility is available on MSEDCL's website www.mahadiscom.in. Besides, it lias started 'Any Time Payment' kiosks in urban areas. However, in rural areas, the usage of Internet is limited, and the consumers have to go to designated co-operative societies or bill collection centres. Considering this. MSEDCL has made available more options for bill payment. It has made available the platforms of E-Service Centres of MahaOnline portal and Airtel Money.
According to a press release issued by MSEDCL. this facility has been introduced as the consumers were facing problems because NDCCB Limited had stopped accepting the bill payments. Maha-Online is a joint venture of Maharashtra Government and Tata Coasuliancy Services (TCS). In Nagpur district. Maha-Online has 36 E-Service Centres and consumers paying the bills online from these centres are getting receipts immedi atelv. Besides, the Airtel Monev                                service does not require Internet facility, and hence it has caught the attention of consumers in rural areas. MSEDCL release added. Since September 2013. E-Service Centres started accepting MSEDCL bills. Then. 54! consumers had availed of the facility to make payments of Rs 2,92.890. In April 2014. 5.488 consumers made payments of Rs 19.48.720 through these centres of Maha-Online. Further. Airtel Money service was launched in rural areas of Nagpur in November 2013. Since then, number of consumers using the service has increased from 1.506 to 4.283; and the hill payments have increased from Rs 13.77.430 in November 2013 to Rs 18.90.120 in April 2014.

THOUGH most of the students found Paper I of Join! Entrance Examination (Advanced) difficult, they arc hopeful to gel berth in IIT. From Maharashtra out of 13.626 students. 11.724 have appeared for examination.
Rupanshu Ganvir who scored 328 out of 360 marks in JEE Mainsi felt that Paper-I had more tricky questions and a bit difficult too. Same opinion was given by Venkaiesh Deo. who alsocleared examination conducted by MM. Indore. While according to Anurag Bhardwaj careful reading helped. He said that Paper-II was more lough but scoring s as also more. Anurag was among the toppers from city in JEE Maias where he scored 310 out of 360. All three candidates expressed satisfaction over the arrangement at various centres.
According to Dr Dilip Vaidya. expert in this field, there were surprises in the pattern. Paper I and Paper  were having 20 questions each in the sections of Phytics, Chemistry and Mathematics. Each question was having weightage of 3 marks making botli the papers of 180 marks each. However, unlike previous year, there were no negative marks in paper I. and paper II was having I negative mark for every wrong response.
Dr Vaidya said. "Paper I was having 10 MCQs with more than one correct option, mostly conceptual in nature which has made Paper I quite tough. It also had 10 integer type questions which are subjective and numerical in nature. Those whit have attempted integer type questions first should do better than others. Paper II was 10 MCQs with single correct option. 3 paragraphs with 2 MCQs each and 4 match the columns converted to MCQs of one option corrcci type. Thus all 21 questions were single correct option type and this feature has made paper II relatively easy. Also in most of the match the column type questions, it is possible to arrive at correct answer without attempting all matches. So, those who attempted match the columns type first, followed by paragraphs type should do better than others."
In chemistry, the questions have been almost equally divided in physical, organic and inorganic parts. Pointing out this Dr Vaidya said. "Almost 60% to 70% weightage was given to XII syllabus. The questions were well graded with 20% easy. 40% moderate and 40% tough difficulty level. Paper II was totally conceptual. There were more questions based on bonding concept, where as few major topics were given less weightagc." In Physics, the questions were overall balanced with respect to the XI'XII syllabus. More than 50% questions were easy type and only was of difficult level. However, some easy questions were numerical in nature requiring more time. Almost 30% questions were on electricity & magnetism part and 40% questions were on mechanics part.
In Mathematics. 40% questions were from algebra (XI topic) and another 40% questioas were from calculus (XII topic). 33% questions were easy. 40% were moderate and remaining 27% were tough and time consuming.
Subject-wise, for the first time in recent luxury, physics section appears to be relatively easy, added Dr Vaidya.

THE swearing-in ceremony of Narendra Modi as the I5ih Prime Minister of India will he the biggest event so far to have been staged at Rashtrapati Bhavan with the guest list, which includes key leaders from SAARC countries.
This is the first time that such a large gathering will he held at Rashtrapati Bhavan, where the biggest ceremonies so have seen a maximum of up to 1.500 to 2.000 guests, for instance, during the 'At Home' functions on the oecasioas of Republic and Independence days.
"With the gathering for Modi's swearing-in) expected to be around 4.000 people, it was a huge logistical challenge for us and we enjoyed it." Paul said while interacting with mediapersons on the preparations for Monday's (unction, when Modi will be sworn in at 6 P.M. Even as Paul was talking lo the media. final preparations were underway lo prepare the stage where the President will administer  to Modi and his Council of Ministers.
"We have not been told anything about who will be sworn-in along with the Prime Minister, "was Paul's prompt reply when asked about the size of the Cabinet.
The secretary said that the President had given his nod for the swearing-in to be held at the lore-court as he has always favoured the participation of more and more people. "It has been an endeavour of the President to make Rashtrapali Bhavan people friendly." she said.
With the weather forecast hinting at the likelihood of thundershowers on Monday. Paul said she is hoping that no rain occurs during the function as the venue would then have to shift inside to the 'Durbar Hall'. which has seating for 500 people while 400 others can fit in standing.
Twelve buggies or hon-c-drawn carriages will be pressed into service to ferry people who cannot walk to the forecoun. she said, adding that the guests are expected lo be sealed by 5 P.M. BHABHA Atomic Research Centre (BARC). a research institute of repots, has signed a Memorandum of Understanding (MoU) with city-based firm M/s Veena Industries for incubation of technology for 'Biodegradable and Edible Films for Food and Pharmaceuticals Packaging".
According to R K Singh. Head. Media     Relations     and     Public Awareness Section          of
BARC, the Moll was signed on May 21. BARC has developed biodegradable edible films for food and pharmaceuticals packaging from natural resources to overcome the disadvantages of plastic packaging materials. These films have comparable mechanical and barrier properties to commercially used PVC cling films.
As per the MoU, the scale-up of the technology will be carried out at the incubation centre of BARC with M/s Veena Industries to develop the product as per the  market
requirement. While sealing up the technology, emphasis will be given on developing economically viable and userfriendly product with improvement in mechanical and barrier   proper-ties of the film. A suitable dose of 'Gamma Radiation' will be given to raw material to improve its mechanical and barrier properties such as tensile strength and water vapour transmission rate, added R K Singh. BARC will provide its technical knowhow and infrastructure and Veena Industries will provide market search, manpower, and material at its own cost for the incubation plan. Once developed, the technology will be licensed to the city-based firm.
Packaging constitutes the largest market for plastics, amounting to over 12 million tonnes per year. Synthetic packaging materials are made up of petroleum-based products, which arc non-biodegradable and not renewable. Large scale use of such packaging materials is a major environmental concern. This has led to a search for packaging materials that are biodegradable as well as recyclable. One of the alternatives is the development of packaging material from biopolymers that are biodegradable, nontoxic.

NAGPUR Improvement Trust (NIT) is likely to appoint expert Executive Engineers for Metro Rail in the city. The proposal to appoint lour executive engineers for civil works, traction. rolling stocks and special projects will be placed before Board of Trustees in meeting slated on May 28 at NIT. Sources claimed that for mer BJP National President Nitin Gadkari will take up this issue with the Central Government and get early clearance.
Reliable sources confirmed that presently. NIT does not have any expertise in the field of Metro Rail. NIT is a nodal agency, and it has prepared draft report of Metro Rail by roping in Delhi Metro Rail Corporation (DMRC). The NIT is taking help from DMRC for this herculean task but it also requires some expert members to clear files at Mumbai and Delhi level. Sources claimed that documental ion. follow ups and during construction of Metro Rail, (he Trusi will require maximum manpower to complete the lask. The Trusi may give chance (o former Engineers of Mumbai Metropolitan Region Development Authority (MMRDA). Indian Railways. ITMC. and other department lo achieve (he (ask. It may be mentioned that Maharashtra Government has formed Nagpur Metro Rail Corporation (NMRO) to construct Metro Rail in (he Orange city. The Congress led United Progressive Alliance (UPA) -II Government did not give clearanccs for equity in Joint Venture project.
The Central Government has given only in-principle nod to the project, before the announcement of Lok Sabha elections. State Government lias already given green signal to it.
It may be mentioned that Nagpur Metro Rail project's estimated cost of Rs 8,680 crorc was sanctioned by the Slate Government in January. The rail system will be a 38.2 km project with two lines. U is expected to be commissioned in six years from the date of commencement.
The two lines include one line running from Automotive Chowk to Multimodal International Cargo Hub and Prajapati Nagar to Lokmanya Nagar.
In the project, the central government will have 20 per cent stake, the State Government will have 20 per cent share. Nagpur Municipal Corporation (NMC) and NIT will hold live per cent each, and the remaining 50 per cent will be raised through loans and other sources.

THE country's largest bank SB1 today reported a 7.83 percent decline in net profit for the quarter ended March. 2014 at Rs 3.041 crore on higher provisioning for bad loans and future wage revision. State Bank of India (SBI) had reported a net profit of Rs 3.299 crore on standalone basis in the January-March quarter of the previous fiscal.
The total income rose to Rs 42.443 crore for the period under review from Rs 36,331 crore in the same period a year ago. SBI said in a statement. Net interest income rose by 16.4 per cent to Rs 12.903 crore. Provisions for bad loans surged to Rs 5.884 crore, 48.05 per cent higher than Rs 3.974 crore in the year-ago period.
The total provisioning for the full year stood ai Rs 7.587 crore. 70.06 per cent higher than Rs 4,461 crore in the previous year.
SBI Chairperson. Arundhati Bhattacharya said the decline in profit was due to higher provisioning for bad loans and future wage revision. She said for the first time SBI had decided to adopt some quantitative changes in risk management for improving the asset quality. Regarding NPA control, she said (hat hank had created certain committees to look at accounts showing stress.
The stressed sectors of the bank were engineering, textiles, pharmaceuticals and services, she said.
