Mahagenco proposes to shut down 5 units citing coal shortage
THE precarious power situation in Maharashtra may worsen in future as the generating utility, Mahagenco has proposed to shut down five of its older units due to non-availability of coal and to divert the coal received for these units to newer plants. After blending of cosily imported coal.the
Mahagenco has proposed 10 pass on the burden 10 hapless consumers by effecting another tariff hike through backdoor citing increase in input cost.
The proposal has been submitted before the Maharashtra Electricity Regulatory Commission (MERC) by Maliagenco seeking its permission for economical shut down of five units and statutory hearing is slated on Thursday. MERC had sought economical justification during last hearing held on June 19 and Mahagenco made this submission on July 19.
Mahagenco claimed (hat in financial year 2013-14 its domestic coal realisation has been 32.92 per cent less than required. For its 7980 MW thermal power plants, the Mahagenco requires 40.83 MMT coal but it got only 27.391 MMT coal leading to shortfall of 32.92% due to which coal storage quality is quite alarming. In FY 2010-11 for 6730 MW production, Mahagenco sought 37.98 MMT domestic coal and got 32.25 MMT coal leading to 15.08% shortfall. In FY 2011-12, as
against required 39.508 MMT domestic coal, the Mahagenco got only 29.58 MMT coal or almost 25.13% less than required to run its thermal power plants. The situation deteriorated further in 2012-13 when as against 41.96 MMT coal, only 30.055 domestic coal could be procured leading to a massive shortfall of 28.38%.
According to Mahagenco'sown application before the MERC, continuous decrease in coal receipt coupled with drop in quality of coal has resulted in drop in heat avail able for generation and low Plant Load Factor (PLF). According to Mahagenco. it has no option but to procure additional quantity of coal through eauction or imports or temporarily keep some units under shutdown and use the coal available from the units to run the remaining units at higher load-ability.
