CENTRAL Government also accepted that promotion up to Selection Grade would be supervised by Union Public Service Commission (UPSC) after proper review. Further, power would be delegated to respective department itself.

Also, ARCs recommendation of mid-career training is made mandatory for all Group A and B officers henceforth, and linked to promotions. ARC prescribed that theoffieers should be evaluated during training.

ARC also suggested setting-up National Institute of Good Governance or either upgrading one of the existing national/stale institutes, that would identify, document and disseminate best administrative practices and also conduct training programmes. Central Government said it would explore establishingsuch institute on PPP model and fell it should function as think tank and provide policy advice to Government. The Government also indicates il might reverse 2003 decision of phasing out recrui tm ent of LDCs and directed Department of Personnel and Training (DoPT) to refer the matter to Cabinet.

The Government has however not adhered to introducing more transparency in induction at lop management level, especially at Senior Administrative Grade (SAG) level and above. ARC suggested modifying current empan-I'lment scheme by more transparent and objective placement procedure. It suggested at higher echelons of bureaucracy it should be seen that public servant possess necessary aptitude and potential for carryingout the assigned tasks. Further it was recommended to have competition for empanelment at SAG and above to all services.

One of the major recommendation byARCwasto throw open the HAG level posting to persons outside the Government service.
