TOTAL 16 persons were granied PCR by Pusad Coun on Thursday for violence thai broke out in Pusad on Tuesday. Meanwhile Pusad reiurned to normalcy and situation is completely under control, said SP Ranjan Kumar Sharma on Thursday.
"We have not imposed any curlew in Pusad." Sharma said, adding that Section 37 (I) of the Mumbai Police Act was imposed alter the incident. The situation was brought under control by deploying additional State Reserve Police force from neighbouring districts of Washim and Akola.
BWe have registered criminal offences against 27 people and arrested 16 of them so far." Sharma said.

Dhangar community members took out a 'Dhikkar Morcha* in the city on Wednesday to press for the demand of Scheduled Tribe (ST) status to the community in Maharashtra. From Thursday, the community members will launch fast untodeath in Samvidhan Square. Led by Padma Shri Dr Vikas Mahatmc. the huge morcha raised slogans in favour of the demand for ST status to Dhangar community. The     morcha     started     from Rajasthani Mahila Mandal. Tckdi Road, and culminated in a meeting at Samvidhan Square {RBI Square). Apart from Dr Mahatme. Members of Legislative Assembly Vikas Kumbhare and Vijay Ghodmare, Mayor and MIX Prof Anil Sole addressed tlie gathering.
The leaders said thai Dhangar community was deprived of reservation benefits for 65 years. Dhangar community in Maharashtra is included in Vimukta Jan-Nomadic Tribes (VJ-NT) category.
However. Dr Mahatme said that the community was kept deprived of reservation benefits as it was not included in ST category. Hence, Dhangar community members have been demanding ST status.
Dhangar community has raised its voice for ST status especially after the Maharashtra Government recently cleared 16 per cent reservation for Marathas and 5 per cent tor Muslims in Government jobs and educational institutions.
To mount pressure on the Government, Dhangar community members decided to resort to statewide agitation on Wednesday-Former minister Ramesh Gajbe. Sanjay Hedaoo. Adv Nanda Parate also extended support to the community. Babanrao Lokhande, Dilip Dakhote. Prakash Ware. Kailash Ware. Moreshwar Jile. Arun Mahure. Devendra Uge, Dr Vikas Muthmare and many others participated in the morcha.

Two youths end life in separate incidents


TWO youths committed suicide in separate incidents in city on Wednesday evening.
In the first incident. Mangesh Ramkrishna Badhe (18) committed suicide by hanging sell' from the roof of his house when all family members had gone out of station. The incident took place at Daroga Plot locality under the jurisdiction of Rajapeth Police Station at 7 pm on Wednesday.
According to information, the parent of Mangesh had gone out of station on Wednesday morning. Later Mangesh went to his brother-in-law's house in city and returned back to his house at about 7 pm. He then ended his life by hanging self from the roof of his house.
The incident came to light when Mangesh's friends came lohis house. His friends then immediately look him to District General Hospital here where doctors declared him dead.
Rajapeth Police performed panchanama. Cops registered the case and are investigating further.
In another incident that took place at slum area near Vilas Nagar under the jurisdiction of Gadgenagar Police Station, one Bhushan Parvatkar (18) committed suicide by hanging self from the roof of his elder brother's house.
According to information. Bhushan was working at a vegetable shop. Me went to his elder brother after working at the shop on Wednesday afternoon. His brother has gone out of station giving keys of the house to him. Later he ended his life.
The suicide incident came to light in the evening when neighbours found him hanging from the roof of house.
Gadgenagar Police reached the spot after getting information and performed panchanama.
Further investigation in the case is under way.

CHIEF Minister PrithvirajChavan on Wednesday withdrew the earlier appointment of Guardian Ministers of four districts of Nagpur division and has now nominated FXiS Minister Dr. Nitin Raut as Guardian Minister of Nagpur. Earlier, Chief Minister had appointed Minister of Slate for Finance Rajcndra Mulak as Guardian Minister of Nagpur but after resentment within Congress Party and pressure mounted by Raut and Social Justice Minister Shivajirao Moghe. Chief Minister was forced to change his decision. Now. Rajcndra Mulak has been appointed as Guardian Minister of Bhandara District. Social Justice Minister Shivajirao Moghe has been appointed as Guardian Minister of his home district YavatmaJ while Ranjit Kamble has been given charge of Wardha. For all practical purposes, districts of Moghe and Ram have been swiped while Muluk and Kamble's districts have been inter-changed. And barring Rajendra Mulak, everybody has got his home district to look after as Guardian Minister. However, Mulak has consistently avoided any public comment on mis issue and was not too keen for Nagpur in the last leg of this regime. The reshuffling of Guardian Ministers' just 15-20 days before the ensuing assembly election is perceived as too little too late. Already the process 10 announce election dates is in final stages and it is popularly believed that in third week of August, the elections will he announced and code of conduct will be in force.
This means, the new Guardian Ministers hardly had lime to push forward developmental agenda and they would forced to race against the time to take some major decisions or clear the pending projects which would give them some political mileage.

A SQUAD from Health Department of Akola Municipal Corporation recently sealed hotel Raihi Pedewala on Jathar Peth road for negligence in maintaining cleanliness
The squad led by Health Officer Suresh Pund. trainee Deputy Commissioner Sunil Khete and others paid a surprise visit to Raihi Pedewala. The kitchen and cooking rooms of the hotel were inspected by the squad. This is the second time within a week that the squad inspected the well-known hotel of the city.
Earlier, the department had imposed a fine of Rs 1 lakh on the owner to the hotel. The squad paid a second surprise visit to check if the hotel owner and staffers had mend their ways. However, after noticing (hat nothing much had changed inspite of the earlier action and cleanliness was still ignore, the squad sealed the hotel.
It was also found that plastic hags which have been banned were being used in the hotel.

IN A shocking incident, a 24-year-old girl, who had reached general hospital for an interview for the post of nurse, manhandled the Disiriet Civil Surgeon Dr Kshirsagar, ransacked his office and also hurled a stone in his direction.
According to details, walk-in-imerviews were held under the National Rural Health Mission for the post of nurse in general hospital on July 25. Sarita Sirsat (24) was among the candidates who had come to the hospital for the interview. She was irked when her application was not accepted at the lime of the interview and she straightaway barged into the cabin of Civil Surgeon Dr Kshirsagar and asked him the reason for not accepting her application form. Dr Kshirsagar explained her die reason, but. not happy with this. Sarita allegedly caught hold of Dr Kshirsagar's shirt and also threw files down from his tabic. Later, when she was taken out of the cabin by other staffers at the hospital. Dr Kshirsagar came out of the cabin as he had to attend the meeting. Sarita allegedly again threw a stone in Dr Kshirsagar'sdirection but fortunate! the stone did not hit him.
Dr Kshirsagar later lodged a police complaint against Sarita. On the basis of a complaint. Washim Police registered offence against her under sections 353.336. 504 of the Indian Penal Code.
Meanwhile. Medical Officers Dr Santosh Sarda. Dr Anil Kawarkhe. Dr Jamhharunkar. Dr Udgire. Dr Khetade. Dr Markande. Dr Zare. Dr Jirvankar. Dr Sase. Dr Dhobale. Dr Chandak and other employees working in the general hospital expressed protest against the incident and submitted a memorandum to Police Station Officer demanding action against the girl.

A 38-YEAR-old Pan Stall owner outraged the modesty of a woman Talathi working at Kharwadi village in Cliandur Bazar tehsil of the district in her office. The incident took place in the afternoon on July 25 last. Sanjay Dadarao Khandare is the name of accuserd.
According to the information. Sanjay Dadarao Khandare (38) from Kharwadi village has an Pan Stall at the village. On Friday afternoon Sanjay Khandare had gone to the office of woman Talathi from the village when she was in her office. He asked the Talathi whether they had done the panchanama of his Pan Stall which was damaged due to the  water. Aciualy the employees already hadmade it clear that the Pan Stall had not been damaged.
Angry over this Sanjay Khandare took out his cell phone clicked the photograph of the woman Talathi and threatend. She immediately snatched the cell phone from his hand and asked him to delete her photograph from his cell phone. Sanjay Khandare allegedly held both her hands to snatch his cell phone from her. He threw the documents in the office.
Sharad Jawade, Tehsildar from Chandur Bazar immediately rushed to the spot as soon as he got the information Chandur Bazar police have registered an offence against Sanjay Khandare under relevant section on a complaint from the woman talathi and are investigating further in the incident.

Brahmanwada Thadi village, a 14-year-old student Swapnil Ganesh Wange was drowned while 2 persons had climbed on an electric pole and another one on a tree to save themselves. The body of Swapnil Wange was recovered after some time. The flood water has caused damages to (he houses in the villages.
District Collector Rahul Ranjan Mahiwal. after getting information immediately summoned SDO Achalpur. Tehsildar and Naib Telisildar of Cliandur Bazar along with the Rescue Team from Amravati to Brahmanwada Thadi and Kajadi villages for executing the rescue operation. People from Kajadi village were panicked after the entire village was surrounded by water.
Shyamkant Mhaske. Sub-Divisional Officer, has demanded District Collector to provide a hel-icopter to rescue die villagers. District Collector also forwarded the demand towards higher authorities. Meanwhile, in the afternoon   the Chargad river near Ghatladki village in Chandur Bazar lehsil also swelled and as a result water entered into Ghatladki village and nearby villages. About 10-12 villages situated on the bank of river have been evacuated considering the threat to the villages.
District Collector reached Brahmanwada Thadi village along with the rescue learn for extending help lo ihc flood-affected villagers. Primary School and Urdu School in Ghatladki village were also surrounded by water. The water of Puma dam has entered 19 villages of Chandur Bazar lehsil including Brahmanwada Thadi, Ghatladki, Chincholi, Dewoorwada, Kajadi, Kuralpurna. Vishroli. Pimpri. Thugaon and others.

WITH the large number of students passing HSCcxam-ination this year, many of them have started facing problem of getting admissions for higher studies. Rashtrasam Tukadoji Maharaj Nagpur University (RTM NU) has permitted col leges to admit 25 per cent more students titan the actual intake. Earlier. University had allowed colleges to admit 10 per cent more students than the intake capacity.
In a circular sent to affiliated colleges Board of Colleges and University Development (BCUD). Director Dr Shrikant Komawar said that the result of HSC examination of 2014 Summer was much better. This has created problem of admission of these students as the number of students have become more than the number of available seats. With a view that no student should remain without admission. University has used power under section 83 <3)(c> and asked colleges to admit students, 10 per cent more than the actual intake. University had asked colleges to send die proposal in this regard.
Meanwhile. Government has directed universities that if after increasing the limit by 10 per cent, the students do not get admissions then increase the capacity. State has asked university to use power under section 83 (3) (c) to increase the capacity.
It has been made clear by the university that the colleges which have proper strength of teachers and infrastructure facility will be allowed to admit students more than 25 per cent of intake capacity.

IN A major step lo break the deadlock over streamlining the admission and examination process of more than 250 affiliated colleges, the Rashtrasam Tukadoji Maharaj Nagpur University (RTMNU) has hammered out a pragmatic solution directing all colleges to fill-up at least 50 per cent teaching posts before October 31. About future of more than 6.000 students who have been denied permission to appear in examination, the State Government has asked RTMNU to take appropriate steps so as their future is not spoiled.
RTMNU issued a detailed notification on Thursday evening laying down a road-map to first fill-up the post of Principal and at least one qualified teacher for new colleges along with other qualified teacher on adhoe basis while for older colleges, recruiting 50 per cent teachers in next 90 days has been made mandatory. This special relaxation has been granted due to peculiar situation  prevailing in RTMNU where more than 250 colleges were unable 10 fulfil these norms and students admitted were staring at bleak future.
In the light of various directions issued by the court from time to time and recommendations made by Academic Council and committees appointed during last three months, the RTMNU authorities have finally succeded in finding out a solution to this complex problem, which had brought ignominy to this old university.
While uploading notification regarding filling up of 50% teaching posts. RTMNU has warned that the colleges which do not fill up the posts by October 31 this year would have to face deaffiliation under section 91 of Maharashtra Universities Act 1994. This will take care of a major grievance of those critieising RTMNU and colleges about working sans teachers.
University on June 1 had displayed circular making it mandatory for colleges to have 50 per con teachers course-wise. University had made it clear that without appointment of requisite teachers, examinations of students would not be conducted.

BEWARE, the Indian Currency has greatest threat from counterfeit notes. Reserve Bank of India has forfeited fake currency worth whopping Rs 109 crores in last five years. Contrary to popular perception that only fake notes of Rs 500 or Rs 1.000 denomination are pumped by antinalional forces, the RBI has informed that fake currency in denomination of Rs Five. Rs Ten. Rs 20. Rs 50 and Rs 100 is also in circulation. This information was obtained by RTI Activist Abhay Kolarkar from RBI recently. THE Enforcement Directorate (ED» on Wednesday launched its biggest money laundering action in the coal blocks allocation scam as it attached assets worth a whopping Rs 186 crore of an accused firm based in Hyderabad.
The firm in question. Nava Bharat Power Projects Pvt Ltd. has earlier been chargesheeted by CBI for at allegedly misrepresenting facts and making 'fraudulent' claims to 'embellish' its applications to gel coal blocks between 2006 and 2009.
This is the second attachment order by the central economic investigations agency after it attached assets valued at Rs 24.50 crore of a Nagpur based firm in July under the criminal provisions of the Prevention of Money Laundering Act (PMI.A) in the same probe.
The agency said it trailed and recorded financial transactions of the firm and its directors before attaching the said assets, including shares and land properties, as 'proceeds of crime' of the alleged illegal allotment of coal blocks.
"The proceeds of crime to talling Rs 186.11 crore were found lobe reinvested by the Directors of Ms Nava Bliarat Power Projects Pvt Ltd namely P Trivikrama Prasad in the form of 73.99.99.994 shares of Ms Nava Bharat Energy India Ltd (Ms NBEIL) valued at Rs 147.99,99,988 for which the attachment value is of Rs 138.59 crore." the attachment order issued by the  Hyderabad zonal office of the agency said.
The agency, in the order, said it also has attached assets of another director of the firm Y Harish Chandra Prasad "in the form of 8.4 MW Wind Turbine Generators at Rajasthan in the name of Ms Malaxmi Windpower Hyderabad valued at Rs 45.19 crore for which the attachment is valued at Rs36.32crore."
The ED. which is probing the case along with CBI, has based its case on the earlier filed complaint and charge sheet of CBI and an attachment order under PMLA laws is aimed at depriving the accused of the benefits of his or her ittgotien wealth.
CBI in its FIR filed on September 3,2012. had named Navabharat Power Pvi Ltd. its two directors along with some unknown public servants of the Ministry of Coal and Jharkhand government and others in this case.
The FIR was lodged after a preliminary enquiry was initialed on the reference of the Central Vigilance Commission (CVC).

A TRANSAS1A Airways turboprop plane crashed on its second attempt at landing during a thunderstorm on an island off Taiwan on Wednesday, killing 47 people and selling buildings on fire, officials said. The plan.a70-scat ATR72. crashed near the runway on the island of Penghu. west of the mainland, with 54 passengers and four crew on board, they said. No one was killed or hurt in the buildings.
Eleven injured people on the plane were taken to hospital, the Government said.
The aircraft took off from Taiwan's southern city of Kaohsiung. headed for the island of Makong. but crash-landed in Huxi township of Penghu County, the main island of the chain also known as the Pescadores.
"It was thunderstorm conditions during the crash." said Hsi Wenguang. a spokesman for the Penghu County Government Tire Bureau.
"From the crash site we sent 11 people to hospital with injuries. A few empty apartment buildings adjacent to the runway caught fire, hut no one was inside at the time and the fire was extinguished."

RAISING Hie issue of lack of post offices in as many as 809 villages in his rural area dominated Lok Sabha constituency of Wardha. the Member of Parliament RamdasTadas asked the Union Government if it was planning to open post offices in these villages.
Replying to a supplementary question to a star question raised by the BJP MP during Question Hour in Lok Sabha on Monday, the Union Information and Communication Minister Ravi Shankar Prasad told there are different standards set for opening a post office in a village depending on whether it is in the hilly area or in the plains, while assuring the Member to take a decision about villages in his constituency at the earliest after discussing applicability of set standards with its department.
Pointing out at the salaries post office personnel from the rural areas gel after long working hours of 12-14 hours a day. Tadas also demanded the Minister to consider rationalise (heir salaries. He also urged the Union Minister to technically upgrade the rural post offices in order to ensure more and more government schemes reach the rural areas in country where 80 percent of population still resides in the rural areas. Agreeing that apart from doing its traditional duties, the post offices also do the tasks like rural insurance, old age pension, servicemen's widow pension: distribution of wages under MNREGA scheme etc., Prasad also informed that direction by the Election Commission are also sent by the means of post offices. LOCAL Police have gained success in arresting a transport company owner-cum-truck driver for not laking oil cakes worth Rs 5.5 lakh from Shanii Industries. Hinganghat to their destination in Rajasthan and instead selling them off elsewhere. Cyber Crime Cell of Wardha Police helped in tracking the truck with the help of the accused's mobile number and the truck was stopped at the toll naka in Borkhedi. Nagpur district on Monday.

SOWING condition in Vidarbha is alarming due 10 lack of raias in this Kharip season. Only 30 per cent of average sowing operation has been completed in the state while the sowing percentage in Amravati district is only 22 per cent till the date. Slate government is trying to help farmers as much as possible and will avail free of cost seeds for resowing to them, informed Radhakrishna Vikhe Patil. Guardian Minister of the district.

Addressing further Vikhe Patil informed that, sowing operation has been completed on about 22 per cent of area in district as against about 70 per cent last year during same period. The sowing operation may fail at some places due to lack of rains and hence government has decided to provide free of cost seeds to   farmers   for   resowing,  he informed.
Guardian Minister further said that farmers who are yet (o complete their sowing works would give speed to their work now but the crop production will be reduced substantially. Administration has made the survey of the crops and sowing operations and discussion will take place in the Cabinet meeting over thai survey.
Government has directed the Agriculture Department to take strict action against the Agriculture Centres selling the bogus seeds. Complaints regarding the bogus seeds provided by Seed Corporation arc also received and orders have been issued to conduct inquiry of such cases.
Directions have been given to the Agriculture Department to lodge on the spot criminal offences against the Agriculture centres spotted selling bogus seeds. He appealed to the farmers to lake the benefits of the Crop Insurance Scheme for which last date has been extended till July 31.
Amravati and Nagpur Division in the state were less benefited district under the scheme in last season due to the alleged failure of the Agriculture Department in effectively implementing the scheme. Taking cognisance of that orders have been issued to give show cause notices to the Joint Directors of Agriculture, he said.

THE fraudsters have duped various public sector and private banks to the tune of a whopping Rs 10.197 crores in last one year. Reserve Bank of India (RBI) informed that total
13.919   frauds   were   unearthed between April 1. 2013 to March 31. 2014 involving this mind-boggling sum. The magnitude of the frauds and incidents involving all major public and private banks has badly exposed the weak internal checks
and loopholes exploited by the financial wizards to run away with public money.
This information was obtained by RTI Activist Abhay Kolarkar from RBI. Surprisingly, the RBI also confirmed that many bank employees connived with fraudsters in duping the hank and run away with puhlic money. As many as 659 employees were    found    involved    in   this
scam and colluded with white collar criminals in siphoning of the
bank money. In another query. RBI informed
that the total non performing assets (NPA) of various public sectors and
private   hanks   is  whopping   Rs2.51,011 crores as on March 2014.
This data has not covered co-operative  banks,   where  scams  are
taking place at regular intervals and many banks are on the verge of

CENTRAL Government appears to be in a process of simplifying the process for forest and environmental clearance. Prakash Javadekar. Minister for Environment. Forests and Climate Change, gave indications in this regard in a meeting of officials of Forest Department and other agencies, held here on Sunday.
Javadekar visited CSIR-National Environmental Engineering
Research Institute (CSIR-NEERI) and held a meeting of scientists of CSIR-NEERI. Principal Chief Conservator of Forests, officials from Maharashtra Pollution Control Board (MPCB). MOIL Limited. Western Coalfields Limited, and Indian Bureau of Mines.
After taking stock of the situation. Javadekar sought suggestions on simplifying the procedures for obtaining environment and forest clearances. To further improve and expedite the environmental clearance process and make it more effective. lime-bound, and transparent, Javadekar emphasised on its 'comprehensive review. He desired lo discuss the matter again with the officials of Maharashtra Forest Department.
Javadekar discussed various issues related to compliance of environmental regulations, status of pending proposals in environment and forest departments, and issues to be resolved immediately by Central Government, with reference to Vidarbha. He also took stock of the forest area of Nagpur.
The Minister expressed concern over dilapidated condition of Centra I Museum of Nagpur city, and stressed on concrete efforts to rejuvenate it. In response to another issue. Javadekar warned that industries not meeting environmental standards would not be permitted to operate further.
Hema Deshpande, Sub-Regional Officer. MPCB. stressed that Nagpur city's sewage treatment capacity needed to be increased as only 100 MLD of sewage was treated as against 600 MLD generated. A K Saxena, Principal Chief Conservator of Forests, informed that 20 proposals were pending for forest clearance with Forest Department. 55 with Central Government. and seven were awaiting wildlife clearance.
Earlier. Javadekar visited "Lab to Land" exhibition organised by CSIR-NEERI. He also interacted with scientists and took cognisance of research and development activities.
The exhibition displayed various technologies under the themes "Clean Air Mission. 'Clean Water Mission'. 'Waste to Wealth'. 'Transformation of Barren Lands into Productive Lands'. 'Wastewater Treatment. Recycle and Reuse'. Renewable Energy". 'Ecosystem Restoration", etc.

UNION Minister for Power and Coal Piyush Goyal on Sunday directed the coal companies to immediately improve performance and fulfil the demand of power plants on war fooling by concentrating on quality of coal and also desired quantity required by power plants. Goyal also asked the coal companies to seriously look into the complaints about quality of coal supplied to power companies and avoid feud with them in the national interest. While addressing the officers of Western Coalfields Limited (WCL) during die performance monitoring meeting on Sunday at WCL Headquarters. Goyal called upon them to increase coal production to fulfil the demand of the country. Making some plain speaking, Goyal reminded coal company officials about negative perception in public domain about them and entire coal sector.
Other stakeholders including power companies which are main consumers of coal, carry a very negative image about coal suppliers and this perception needs to be changed,  he told the WCL officials.
It may be recalled that WCL and State-run power utility Mahagenco  are fighting with each other over supply of quality coals and each accusing other with violating the law and contractual obligations. THE incessant rains lashing the district from Saturday evening have revived the hopes of farmers. They are making hectic efforts for completing sowing works which already have got delayed by onc-and-half months. Average 26.6 mm rainfall was registered in the district in last 24 hours. Only 154.1 mm average rainfall has been registered in the district as compared lo expected 324.4 mm in the Monsoon till Sunday.
Monsoon rains that made its presence on July 15 in the district. However, the dry spell for some day had added to woes of farmers. But the rains from Saturday evening provided much relief to farmers.

PRAKASH Javadekar. Union Minister for Environment and Forests, announced that he would organise 'Van Darbar' like 'Janata Darbar' possibly after Parliament session, next month, in the city to listen to pending projects and issues related to forest in Vidarbha.
The announcement came when he was talking to mediapcrsons at the conference hall of NEERI here on Sunday, after attending a brief meeting with forest officials on Forest Conservation Act. 1980. and projects pending tor environmental clearance. Javadekar further said that he would call experts and forest officers in'Van Darbar' to discuss pending issues, check whether industries are following environmental laws, listen to suggestions and accept memoranda from the people. Modi Government belicves in achieving development and at the same time protecting environment. The Environment Department had projected an image that it created hurdles in clearing projects but now the new government would change this picture, he added.

Vice-Chancellor of Kavikulguru Kalidas Sanskrit University and a well-known orator, while throwing light on what ails our education system during principals' annual get-together of The Hitavada Knowledge Magazine also illuminated the dark corners of our present-day existence that are often visible but so often not touched.
"If parents cannot refrain themselves from watching television, how can they stop their children from doing so?** "Our educational institutions - some of them are schools. some are educational malls!" These and many other pertinent problems of our times found expressions in her address laced with examples of our modern-day education system that aspires to produce good human beings but seems nowhere near the goal.
In her more than half-hour-long speech, the chief guest of the programme. Dr Vaidya, delved deeply into the problems of our present education system. Our education system, she rued, is creating complexes in tender minds of children. Some feel superior as they study with a particular board, while some others feel less privileged as they do not study there. Teachers should impress upon young minds that nomenclatures would not matter if the end product and its quality input is right, she said, adding that that is the true goal of education  to get the end product right with quality input.
Praising the old Gurukul system of education. Dr Vaidya said that it look care of some impediments that came in the way of children's education. The old system required children to give up vices like greed, excess love, lust for pleasure, arrogance and laziness that they develop so easily with pampering parents around.

IRKED over the alleged apathy of district administration towards extending benefits of Sanjay Gandhi Niradhar Yojana (SGNY) to them, the members of Vidarbha Vikalang Samiti stormed the office looking after the scheme's implementation in the premises of District Collectorate here on Saturday.
The i rate members also ransacked the office, and broke windows of the cubicles there. Some Of them also raised slogans condemning the administration.
According to them, despite repeated requests and running from pillar to post, they were not being given benefit of the scheme. They also expressed strong displeasure over delay in disposal of applications. Many of the agitators alleged that the officials anil employees in the depanmem were involved in irregularities.
Under the Sanjay Gandhi Niradhar Yojana. cash assistance is provided to destitute people. The members of Vidarbha Vikalang Samiti alleged that they had not received a single penny under the scheme since December 2013. VIDARBHA Urban Banks Cooperalive Association Limited, Chairman Kailashchandra Agrawal said that the urban co-operative bank (UCB) sector was deprived of the cover of Sec 80 P of Income Tax Act, 1961 which is a measure that caused a huge amount of damage to a sector which was admired as peoples movement of this country. He said that after imposition of Income Tax the financial of cooperative banks have been affected to a large  extent. It requires considerable provisioning from profit. Taking away almost one thirds of the preprovisioning profit as tax is impairing the strengthening process of cooperative hanks endangering the sector and the depositors.He elaborated that cooperative urban banking sector are not aided nor supported by Union Government and Slate Government in raising capital or in getting deposits. They are entirely dependent on the trust of the public who deposit their surplus money in cooperative banks. The Cooperative banks in turn lend to the people of small means in the society and earn a small margin as profit. The cooperative banks also do not have souuo tor non funds income or 10 any kind of fee float funds. Further the cooperative banks have no access to money markets for either capital funds or deposit funds. The levying of Income Tax on Cooperative bans was a liard blow to this sector of the economy. This has reduced the dividend payment and closed the avenues of the capital fund. Thus the capital raising by cooperative urban banks is minimised, hence in order 10 help the coopcrai the banking seclorlo grow, coasolidate and serve the public more effectively. the income tax exemption to cooperative  urban banks is mosi desirable. The urban cooperative banking sector is growing through a bad patch since last 10 years. It is making sincere efforts to improve its financial and credibility. To make it competitive it is in the process of technology up gradation and also RBI made compulsory for urban cooperative banks to become CBS complaint up to June 2014 requiring considerable amount of investment, naturally it is very difficult for small urban banks to sustain in cooperative banking sector. According to Agrawal the tax on cooperative sector has obstructed process of capital formulation since it was imposed on 2006-07 and cooperative banks have been recognised  .is an agency for socioeconomie development particularly that of weaker sections percentage and as such there are hardly any income that would qualify for being taxed. He said that under such circumstances it may not make good economics to contemplate taxing of the cooperative banks income.
He said looking at the history of the cooperative movement and its contribution towards the Indian economy, the existence of the sector is on its own merits, which cannot be ignored. To fight against the forces which are against the cooperative movement it requires active support. Therefore the Vidarbha Urban Banks Cooperative Association Limited requests to take up this important issue in coming monsoon session and withdraw new Sub-Sec 4 in Sec 80 P so as to restore the general deduction as previously available to cooperative banks to save the entire cooperative banking movement to bedivested. "HOW can a loan of Rs 275 crore be treated as income of the local body?" This is the question being asked by the corporators of Opposition parties in Nagpur Municipal Corporation (NMC).
They are asking the question ahead of Monday, when the general body of Nagpur Municipal Corporation (NMC) will discuss the civic budget, presented by Standing Committee chief Narendra Borkar last week.
In the civic budget for the year 2014-15. Borkar has proposed to obtain loan of Rs 275 crore from financial institutions.
The loan obtained from any financial iastitution will be a liability for local body and it cannot be shown as income of the said local body. Congress, Nationalist Congress Party (NCP). and Bahujan Samaj Party (BSP) have dubbed the civic budget as 'inflated and unrealistic'. Bharatiya Janata Party-led Nagpur Vikas Aghadi (BJP-NVA) is fooling the common man on the issue of development, alleged the Opposition parties. However. BJP welcomed the budget and stated that it was based on the policies of the party.
Borkar presented the civic budget of Rs 1.645 crore income with many developmental schemes. However, the budget did not reflect aciual income of [he local body. Presently. the local body is passing through a bad phase as its income has dipped tremendously since enforcement of Local Body Tax (LBT). The civic body earned Rs 800 crore in last financial year 2013-2014.
In the general body meeting to be held on Monday. Congress will raise several issues related to income of NMC. Leader of Opposition Vikas Thakre has already expressed his displeasure over inflated budget of NMC.
BJP has proposed new capital-based property tax from the current financial vear. In view of the ensuing Legislative Assembly elections. NMC has avoided any harsh decisions in the budget. Borkar has proposed a plethora of development in spile of poor financial condition of the local body.
The budget estimates income of Rs 1.645 crore. which is higher by Rs 600 crore than the budget proposed by Municipal Commissioner Shyam Wardhane.
The present budget is Rs 245 crore more than the budget of Borkar's predecessor Avinash Thakre. Standing Committee has included Central Government's fund of Rs 491 crore of North Sewerage Zone in its budget to increase total income shown in the budget.
Central Government will release only 50 per cent amount under JNNURM for the project and 30 per cent amount will be contributed by local body, The remaining 20 per cent will be shared by State Government.

EXPECTATIONS and anxiety will be high when the first Railway Budget of the new Bharatiya Janata Partyled Government is presented in the Parliament on July 8. People of Yavaimal district are hoping that the long-pending works are given a green signal this time. The newly re-elected MPs Hansraj Ahir and Bhavana Gawali have been pressing for conversion of the narrow gauge Yavaimal-Murtijapur line into broad gauge as well as speeding up of the Wardha Yavatmal Nanded line ever since they were in the Opposition. Now that their party is holding the reins of power, people of die region are hoping for some good news.
There is some amusing trivia about the railway track in Yavatmal. The Yavatmal Murtijapur narrow gauge line was constructed by a British company in 1913 in lure of the high quality cotton produced in the region. After reaching Murtijapur, the cotton would be taken to erstwhile Bombay by broad gauge and later transported to England by a ship. After Independence, all railway routes came under Central rule, but the Yavatmal-Murtijapur narrow gauge track is Mill owned by the British company and the Indian Railways pays it a royalty. However, owing to persistent losses, it has become difficult for the Railways department to pay the royal-iv and therefore closure of the line is being mooted.
Yavaimal-Washim MP Bhavana Gawali had pursued the demand for conversion of the Yavatmal-Murtijapur narrow gauge line into broad gauge since long. "The ruling party is not willing to fulfill the demand." she had complained in the past. But now with Narcndra Modi in office, hope of fulfillment of the demand have heightened.
Similarly, the Social Justice Minister of Maharashtra Shivajirao Moghe has also been striving since last 20 years for the Wardha-Nanded via Yavatmal route so that industrial growth in the region gets an impetus. Finally, on February 19. 2009 bhoomipujan for the new line was performed by the then Union Railways Minister Lalu Prasad Yadav in the presence of the then Chief Minister Ashok Chavan. It was a Rs 693 crore worth of project then with State Government asked 10 share 40 per cent of the cost. However, the work never really picked up after that. Government has acquired land from Wardha upto Lohara near Yavatmal. Work of railway staffers' residential quarters has also been left midway. Today, the cost of the project has risen tors 1.500 crore.
With MPs Gawali. Ahir, Vijay Darda and Minister Moghe pursuing the demands with Government diligently, people have not given up on their hopes. In fact. Gawali had met the Union Railways Minister D V Sadanattd Gowda a few days ago and submitted memorandum about the gauge conversion and Wardha-Nanded line.
Amidst the heightened anxiety all eyes Of people and leaders of the region are on the Railway Budget on Tuesday to see if their hopes get chugging on the right track or are chucked out. yet again.
