Confirming this development to "The Hitavada Chief Secretary J S Saharia said that the Stale Government had sought relaxation in model code of conduct from F.lccikin Commission of India. "We have received communication regarding relaxation. and from Monday we can begin almost regular functioning of the Government," he said on Sunday evening.
Due to model code of conduct in force for Lok Sabha elections. regular functioning of the State Government had come to a standstill. To clear even the time-bound files, the Government machinery had to seek approval of Election Commission of India. Lok Sabha elections were held for 48 seals in Maharashtra, in three phases. In the first phase, polling was held on April 10 for 10 seals in Vidarbha; for 19 seats each on April 17 and April 24. Following die complaints, repoll was held at a few places on Sunday (April 27).
Even before the polling for the third phase of elections in Maharashtra on April 24, several ministers and legislators had been demanding relaxation in model code of conduct so that important works could be cleared through decisions. The demand gained strength as the State would have (o wail (ill May 28. when die model code of conduct would cease to be in force. As the State Legislature's Budget Session is M'heduled to commence from June 2. waiting for model code of  conduct to end would have left only three-four days for preparations. IGGMGH: A saga of official cheating

IGGMGH: A saga of official cheating

THOUGH the Akola Government Medical College got the High Court's protection against the recommendation of the Medical Council of India (MCH) against its recognition. the Indira Gandhi Government Medical College and Hospital (IGGMCH) at Nagpur has been surviving only on similar help for years. This saga of alternate recognition and derecognition of seats at undergraduate or postgraduate levels is a regular experience for  (IGGMCH). thanks sometimes to the Government's intervention or sometimes to the intervention by the courts.
Despite this, unfortunately, the Government of Maharashtra is not ready lo mend its irregular ways, and has indulged in making promises for fulfillment of MCI norms and then shamelessly going hack on its own sovereign promise. That is the reason why the institution has seen many an up-and-down since 1997 in terms of the number of recognised seats. The institution has not seen one single day in its long history when it could boast of having fulfilled all the MCI norms that cover mostly be infrastructural needs of medical education. The institution has also not seen on e single year in its long history when ii could stand on its own in terms of teachers.
In fact, this has been the story of most GMCs in Vidarbha as well as in other parts of the State except Mumbai and Pune. It is common knowledge that the Department of Medical Education indulges in official cheating of the MCI during inspections by transfering loads of teachers on a sly and temporary basis only to fend off the searching eyes of the MCI team. Only if the MCI had gone deeper into name-verification of all the teachers at a particular GMC under inspection, it would have exposed a massive deception indulged in by the Government of Maharashtra. But. even a simple look at all the lists of teachers at all GMCs would reveal the fraud being played in the name of medical education. For. such an inspection of records would tell how many limes the same names of teachers have found place in the lists of several GMCs at a time.
The story of Nagpur's IGGMCH. however, is most disgusting. When the MCI  slatted pressing harder for fulfillment of all infra structural norms, the Government of Maharashtra decided to go in for vertical expansion of the institution in its traditional location. This project worth about Rs. 300 crore was approved by the Maharashtra Cabinet and an agency -Maytas - was appointed to complete the project in stipulated lime.
Even as the region started barbouring hopes of a really spruced up IGGMCH in a brand new premises, the Government kept the project in permanent abeyance, thanks perhaps to the clash of 'interests" of several bigwigs in the Department of Medical Education, including the then Minister of Medical Education Mr. Dilip Walse-Patil.As this political game went on. the entity that suffered was the lamed Indira Gandhi government Medical College and Hospital at Nagpur and none else.
Naturally, many norms still remain unfulfilled, including, class rooms with appropriate facilities, hostels for boys and girls, out patients department, pharmacies, nurses" quarters, doctors' apartments, parking spaces, and inter-building movements of doctors and patients.
Thanks to the political freezing of the Rs. 300 crore project of vertical expansion of the IGGMCH. the MCI still continued to breathe down the neck of the institution that has saved its reputation only on the the Stoic Government's sovereign promises which its leaders never intended to keep. And the result is for everyone to see: Where as the region could have satisfied itself with at least 250 properly approved seals at UG level and at least a 100 scats at the PG level, it has now to make do with much fewer seats almost in the form of crumbs from the MCI who condescends to gram only a temporary approval to only some seats on a periodic basis.Yd. there arc no Mgas of seriousness on the pan of the Maharashtra Government as regards of fulfillment of MCI norms. This lack of honesty is visible through absence of appropriate budgetary allocations for the purpose, and also through the absence of a planned approach towards completion of all conditionalities of the MCI. What is visible, instead, is a piecemeal approach whenever the MCI gets angry and withdraws its approval on certain counts. Then follows a spate of promises, and that is succeeded by a similar wake of unkept words, no matter then if medical education in the region suffers.

Govt revises eligibility criteria for honorarium to senior artists

Govt revises eligibility criteria for honorarium to senior artists

AFTER a long gap State Government has revised the eligibility criteria for honorarium to senior litterateurs and artists The major revision is in annual
income limit of senior litterateur/artist seeking honorarium under the scheme has been revised from Rs 24.000 per annum previously to Rs 48000 per annum now.
State Government implements the scheme in provide honorarium to senior litterateurs and artists since 1954-55 through Tourism and Cultural Affairs Department The guidelines for implementation of the scheme were revised from lime to lime In March 1991. the honorarium was Rs 6.000 per annum for Grade A' artists Rs 4800 per annum for Grade B' artists and Rs 3.600 per annum for Grade C ,artists The amount of honorarium was revised in june 1994 for all these categories Its Rs 8400/ Rs 7,200/. and Rs 6.000/per annum.
There were allegations of bogus artists being given benefits, following which a probe was conducted and norms underwent changes. The honorarium was paid to beneficiaries through cheques, and later the amount was deposited directly in the beneficiaries' bank account in District central co-operative Bank (DCCB). The guidelines also were changed, and the powers of selecting the ben eficiaries under the scheme were delegated to Zilla Parishad (ZP). In July 2009. the honorarium was changed for the above-mentioned categories to Rs 16800 Rs 14.400' and Rs 12.000' per annum. Recently. government once again changed the guidelines and eligibility criteria.
According to officials, there was a long pending demand to raise the Income limit. Previously, it was Rs 24.000 per annum, which meant an artist earning only Rs 2.000 per month was eligible to apply for honorarium under the scheme. Now, the Government has revised the income limit to Rs 48000 per annum Further, the documents required with application have been revised. beside women artists also have been made eligible for aid under the scheme. The spouse of a deceased artist eligible under the scheme will get the honorarium till his her death. The age limit of 50 years or above has been relaxed in case of physically challenged or paralysed or ailing litterateurs artists. However, as far as Nagpur district is concerned, the applications of 314 artists are pending  for approval by the selection committee. Sources said that the ZP addministration  has cited the reason of Model Code of Conduct for lok sabha elections being in  force for not holding the meeting of the selection committee. As per the prevalent norms only 60 beneficiaries are to be cleared for honorarium in a year in a district. This norm has put the ZP administration in a fix as it has received 314 application ZP has requested the government to treat it as a special case ard clear at least 298 application found eligible for honorarium under the scheme. so that senior and aged applicants do not have to wait for their turn next year or even later.
So far. in Nagpur district, a total of 1.005 litterateurs/artists' are getting honorarium to the tune of Rs 1.29 crore per annum.

Qualified but not employable youths to be

EVEN if India will have the largest force of youth in the world within next few years these young could pose a serious problem for the nation if steps to correct the education system Is not taken on war footing The fear that the education force could indulge in anti social or destructive activities comes from the fact that majority of them will be unemployable. Providing jobs to them may be on the agenda of all major political parties, but the employ-era are reluctant to believe in such propaganda
Over 50 lakh graduates will be produced in the country in about one was. However, only 34% of them will be employable. The  startling revalation was made following an intensive survey conducted across 28 states and seven union territories.
The assessment by Wheebox. People's Strong in collaboration with Confederation of Indian Industry reveals that employers in 2014. will stress on skills rather the qualifications The large number of engineering degree hold-era produced in the country might be a field the most. An engineering degree holder in Nagpur is offered salary of Rs 5.000 to Rs 7.000 per month only. For a better salary many of them join sales line - insurance. BPO or electronic goods.
The online test conducted for one lack students from 2200 colleges in 28 stales and seven union territories, mainly concentrated on English language, cognitive skills, personality, information technology, general abilities and domain skills - finance, retail. sales and automobile - of .students Along with this response from 100 employers in 10 sectors was also sought on the issue. The conclusion drawn from the study is disturbing and should act as an eye-opener for the policy makers. The study was conducted during August and September last year. Wheebox Employability Skills test (WEST) is endorsed by Confederation of Indian Industry' and Association of Indian Universities and claims to be the only Indian assessment company dial is the certified member onmermiional Test Commission. This is the first effort in its kind that has hroughi government. Industry, sector skill councils, association and academia on one platform.
"Students were not only poor in English language, nut the basic domain knowledge in respective fields was also very poor. Most of the students lack confidence and and have poor problem solving skills." founder and CEO of Wheebox. Nirmal Singh has reported. Another report. titled "Aspiring Minds' National Einployahilily Report", is a national audit of employ ability of three-year Bachelors Degree graduates. According to the report 41% graduates are employable. Their lack of English language knowledge and cognitive skills were identified as the major obstacles to their suitability in the job market. Agri Deptt vows to free land on SGAU

TFNDANCY to kill time. not taking decisions and neglecting things, make problems worse many times and that has exactly occured at the land owende by District Collectorate where Agriculture Department of Amravati has its different offices people from the outside Stale have encroached around 2-3 acres of Und in the premises of Agriculture department on sant gadgebaba
Amravati university (SGAU) road in city. No serious steps have been yet taken to stop these encroach menu and lake out encroachers from the premises.
Total 148 hectares land owned by Dr Panjabrao Deshmukh Krtshi Vidyapeeth is located on SGAU road. Out of this Agriculture Department has possesion of seven hectares of land and it in under the control of District Collector of Amravati  The area is named as Krivhi Sankul' and has office of Joint Director of Agriculture. Sub Divisional Agriculture Officer. Tehsil Agriculture Officer, depart-men training centre and different labs for insecticides, pesticides and other things.
This place is on SGAU road which has posh colonies around and has higher market races of the land. Unfortunately, the 2-3 acres of land on the embankment of nullah in this premises had been encroached and people of special community, from outside Maharashtra, specifically from Bihar, arc residing their. Encrochers have constructed their houses on the land and living without any interruption from government authorities. They take their cattles which include goats, buffaloes and cows for grazing on agriculture land. For many years, people to this settlement used shades and buildings in the premises for all illegally things. On administrative level, it is well clear that these people are living illegally and their houses are encroachment. Ironically, instead of wiping out this encroachment, administration has provided facilities like water supply connections and electricity connections at the houses Political intervention and administrative negligence is resulting into the regluarisation of these encroachments. Illegal encroachments have not only captured the government land which is at prime location in the city but also are proving nui-sanee 10 the Agriculture Department offices here also.
Mean while.Agriculture
Department is thinking on the beautification of this place. last year, office of Joint Director of Agriculture was shifted in the new building here primarily to save this land from encroachment. Since then we have got some .success in slopping the illegal movement of people in this premises. Earlier, encroachers regulary used this land for ceremonial purposes and various things. We have written to District Collector to take steps in this regard to evacuate encroachers and Collector paid a visit to place. We arc sure that with the help of higher authorities and District Collector, we would evacuate the encroachement and save this land of government." hoped Ashok Lokhande. Joint Director of Agriculture. Amravati.

Bembla project, only answer to Yavatmal's unending water woes

Bembla project, only answer to Yavatmal's unending water woes

Bembla project, only answer to Yavatmal's

YAVATMAL district faces acute water crisis during summer month. Though many efforts have been made to mitigate the problem, not many have bore fruits. The Bembla irrigation project in Babhulgaon taluka. some 28 kilo metres from here, can he a good source of water supply to city and adjoining villages. A proposal has been forwarded to the Centre to cleat the project to bring Bembla waters to Yavatmal. Once it get okayed by the Centre, water woes of the citizens would be mitigated. Presently, the depleting water level of the irrigation projects that provide water to Yavatmal city and nearby villages is a matter of concern. Water is supplied to Yavatmal city and adjoining gram panchayats from Nilola and Chapdoh projects. Due to ever-increasing urban areas, growing population and other reasons, these projects arc proving insufficient for supply of drinking water. In Vidarbha region that suffers water scarcity during summer months. Yavatmal district remains the most affected. Situated in high crallitudc. it is get dry very quickly. The wells get dry in the month of February itself. During the harsh summer months, water is supplied through tankers that are  hardly sufficient to quench the thirst of the people of Yavatmal.Realising that Bembla is the only answer to Yavatmal's problems, former MLA late Nilesh Parvekar strove to get the project cleared. Earlier in 1970. during the rule of then Chief Minister Vasantrao Naik, Nitola project came into being. The water supply was being done through Maharashtra Jeevan Pradhikaran. At that time. Yavatmal got water round the clock. Water was also provided to Gram Panchayat areas. When ihe projeci was made, it was estimated that the population of Yavatmal city would he arouitd 1 lakh in year 2000. However, with good supply of water, population Of the city too started increasing at a rapid pace. In 1986. the project provide insufficient. Water, that was once provided round the clock, began to be provided only  for some hours in the day. As Maharashtra Jeevan Pradhikaran too found it hard to supply water, water started being supplied only once in two days. During summer. water was supplied once after two days. To meet the water requirements. Chapdoh project was commissioned and an extended water scheme was planned. Nilola project has 30 percent of silt and hence water over flows every year and by-April the water level touches the and. Talking all these things into account, many feel that water supply from Bembla project is the only solution to city's acute water problem. in the Union Government sanctions the project, it will get percent subsidy. Hence public representatives from the district should pursue the matter, it is felt.

3,000 traders importing goods without paying LBT

3,000 traders importing goods without paying LBT

WHY financial health of Nagpur Municipal Corporation (NMC) is in duldturns at least from last one year? Apart from less recovery of laxes. NMC officials have detected at least 3.000 traders and business houses bringing goods worth crores of rupees in the city without local Body Tax (LBT) registration This is a figure of only two check posts -- Amravati Road and Railway Station. The figure may go well beyond 7,000 trader, alter checking all the check posts in coming months, sources added.
The civic body is losing substantial revenue from these importers who arc brazenly violating LBT norms. The LBT Department has deployed additional manpower to keep check on illegal trespassers. This clearly indicates that some found much to their dismay that around 3,000 mil of 7,000 importers do not have LBT registration. These importers are unloading their material to transporters or in any godown using hogus and assumed names. In coming days, the LBT department teams will search the real persons behind the importers and take stern action against them. The department has deployed its staff in two shifts to check the importers.
It may be mentioned that Maharashtra Government has enforced LBT from last financial year in lieu of Octroi. Stale government has accepted maximum conditions or the traders and business persons and gave them freedom to access their tax and pay accordingly. In-spite of this, the traders were not happy with the decision of State Government.
LBT recovery is Rs 300 crore in last financial year. The illegal import of goods has increased the won of cash-strapped NMC.
The LBT shortfall for FY 2013-14 was pegged at Rs 200 crore due to which functioning of NMC was crippled.

Govt sitting pretty over NMC's cattle-shed proposal at Wathoda

MAHARASHTRA Government is sitting pretty on proposal of Nagpur Municipal Corporation (NMC) to chaise reservation of 45 acres of land at Wathoda from Sewerage Treatment Plant (STP) to Dairy Development for creation of cattle sheds The proposal Upending with the State Government for last six months. Municipal Commissioner Shyam Wardhane is trying hard to change reservation of land at Urban Development Department of State Government but his efforts did not hear fruits.
Urban Development Department Principal Secretary Manukumar Srivastava (who was incidentally Nagpur Collector. Municipal Commissioner and NIT Chairman) during his visit to Nagpur in December during winter session had discussed the issue with Municipal Commissioner and had promised to accord nod of the State Government expeditiously.
Nagpur has almost 1.000 cattle sheds They are situated in prominent areas. Municipal Commissioner has directed all cattle owners to shift cattle sheds outside Nagpur to protect people from vector-borne diseases. The cattle owners expressed inability and since they do not have any land bank for shifting, NMC stepped in to provide land to the owners Sources claimed that at present, the development control rules do not permit NMC to settle more than 1O animals a hectare land. As per this norm, only 200 cattle will he accommodated in these cattle sheds. Therefore. NMC requested State

Government to change user for this land from sewage to dairy farming.the NMC has prepared a proposal under the norms of Indian Council of Agriculture Research (ICAR).
Wardhane has mentioned this proposal in his proposed budget The total estimated expenditure on providing infrastruciure for providing canle sheds is Rs 52 ctores. The civic body is yel io decide policy for charging of land cost and infrastructure, however,  seems dial NMC will provide land on lease or rem hasis to cansle owners. It may be recalled that despile of several efforts and huge investments. the NMC has failed to catch stray cattle from the roads. The stray cattle pose huge threat to lives of vehicle riders. The corporators arc under pressure of canle owners and objected to increase rales for releasing cattle seized by the team. This is the only solution to keep cattle away from the city.
Slate Government should lake up this serious issue of Nagpur and provide them relief.
